You can connect any fan to the GPU and link it to the motherboard header. What power supply do you have? Can you find an RX580 or RX590 with 8GB storage at a lower price? If you're using an 1650, make sure you get the GHD6 model. Unless your PSU has very low wattage, opt for the RX580 or RX590 8GB... Don't stress about the motherboard (any PCIe GPU works), focus instead on GPU space and PSU capacity.
