I just placed an order for an Asus Z97-C motherboard. I have two sets of Kingston DDR3 1600MHz RAM (8GB each) and two sets of SK-Hynix DDR3 1600MHz RAM (8GB each). Can I run the two Kingston sticks in one dual channel while the other two sticks are in the second dual channel? It has worked well on my Dell OptiPlex 9020. My CPU is an i7 4790K.

Dual channel refers to the number of data lanes the RAM can use for data transfer. You should be okay—everything will operate in dual channel and you'll reach full capacity. You might not be utilizing the maximum bandwidth your system could support, which wouldn't significantly impact performance compared to single channel. After installation, check the RAM settings with tools like CPU-Z to confirm the mode.
