You can't simply run macOS on any old computer and expect it to function the same way as on a Mac. With so many different setups, you can't just install Windows on an older machine and hope for the best. Luckily, many people have tried Mac OS X with various PC hardware and have posted their results online. But I doubt it would work perfectly since I don’t see any Apple devices using an AMD processor.

Unless you're using a Mac, you can't legally get MacOS. Even with a Mac already, it's questionable.

You might try tools like VMware Workstation, though the process would be very difficult. Running it on your own machine isn’t possible because macOS can’t handle your GPU.

Yes, I was able to run MacOS in a VM. GPU acceleration isn’t available in standard VMs. Running OSX on a laptop is not possible. MacOS requires an Intel GPU or discrete AMD GPU for APU support.
