You could transfer the Xbox One hard drive to a PC and make it the boot drive, which would be an interesting project if it were possible.

In theory, yes. Both Xbox and PS operating systems function on x86 platforms just like PCs. However, in practice, they likely won’t boot without the appropriate hardware—such as console-specific components.
