The process involves using a drive snapshot tool with a bootable USB stick to restore data. A sector copy isn't useful here. If you enable "it reboot on the Windows loading screen," you'll get the installation medium. The BIOS settings on both devices should match if everything is configured correctly.

I tested this on the same server; nothing was wrong there. I understand I could easily resolve it with the installation DC, but the challenge is using WinToUsb to install Windows 7 onto a flash drive. This tool generates a bootable VHD file containing the OS, yet when I connect the installation DC or flash device, it fails to recognize the OS inside the VHD. I attempted a straightforward copy of the VHD file, created an image from it, and then baked that image onto another flash drive using sector cloning. The outcome remained consistent with previous failures. I suspect the issue isn't related to booting itself, since I've managed to get through the copy process every time, but still encountered errors after each attempt.

I can retrieve and modify VHD files on another PC. I even attempted to switch the system32 folder from a working flash, but it didn’t work. Honestly, I spent a lot of time trying to solve this—I think I’d have installed around ten flashes already. Now I’m just wondering what’s causing issues during flash cloning when the flashes are identical. Also, I tried this on 32GB and 64GB SanDisk cards; it looks like the 64GB version is about ten times faster in Windows. In CrystalDisk, 32GB reads 23MB and writes 11.6MB, while 64GB reads 34MB and writes 11.85MB. The 32GB feels extremely slow compared to the 64GB, which is strange. Any chance you could help? I’m planning to install a second flash now…
