Yes, it's common for Windows to boot more quickly at times.
We've been chatting in DMs, I'm the one dealing with CSM problems, lol. I suspect strange UEFI issues if you check my other post about USB drives being renamed in the boot menu. These odd boot times, CSM/fast boot difficulties, corrupted boot entries, and all these other UEFI concerns make me think the motherboard firmware might be a bit off. I guess I'll just have to accept it...
