It seems to be a potential MSDN key. It may not be official, but it functions similarly to any standard key. I’d prefer purchasing one from /r/microsoftsoftwareswap as they often offer MSDN keys at lower prices.

They are considered COA keys, which likely explains their affordable cost. They should function properly unless the store is dishonest and re-sells the same key multiple times.

Since the location isn't bad and offers the key multiple times, COA keys remain valid indefinitely, whereas MSDN keys don't.
