Yep, there's only 1.Pay to win (the worst) 2.Pay to advance (OK but still not that great) 3.Grind in game or pay to advance games (Usually are good games)

On my PC (coming soon): Intel i5-4460, AMD HD Graphics 4600, ASUS H97M-E, Intel HD Graphics 4600 (planned GTX 960), Kingston HyperX Fury Blue 1866MHz (8GB), 8GB WD Blue 1TB, Samsung 2.5" 750GB SSD, Crucial BX100 250GB SSD, Corsair VS450 with deepcool).

I assumed you were using a 1080p Intel HD 4600, which is quite powerful for 720p settings, especially in light games. Think r9 390 might be too much for 720p unless you plan to upgrade your monitor. Consider a GTX 960 if power use matters and you want savings—Crucial BX100 is a solid pick most will recommend. It’s also great for 1080p, though you’ll still run in 720p now. You can play many games smoothly with it. Electric costs are high here in the Philippines, honestly. D:
