Many games perform better in a windowed mode, making V-Sync unnecessary. The reason lies in how the graphics handle resolution and scaling. Full screen offers a consistent display, while windowed allows content to adapt to the available space. Understanding these differences helps optimize your gaming experience.

It seems VSYNC stops working in a window because it relies on external processes and system resources that aren't available there.

Window-based games rely on the system's sync options, which means they don't require the games to handle it themselves. Ideal for titles with poor v-sync performance. Also beneficial for users managing multiple monitors, such as those with 18 screens.

No, it differs. Windowed borderless allows content to appear on one side while keeping the rest hidden, whereas windowless borderless hides all content except what's visible in the window.

I'm not sure about that. It seems to rely a lot on the game and your hardware. For me, The Witcher 3 works best in borderless window mode. Running it fullscreen feels much smoother. Give the settings a try and see how they perform. You should find your preference in about 15-20 minutes.
