The focus isn't on which COD was top at launch, but on the overall standout performance. COD2 was strong, but right now I prefer COD4 over all others, including the latest versions.
cod4 closely mirrored cod2 in numerous aspects. In fact, the engine remained relatively unchanged for many years afterward. The PC community around 2 and mods/maps was significantly larger. I enjoyed modifying both 2 and 4, though 2 offered a more open platform for experimentation.
I admire the original WWII COD games, though COD 4 stands out as a true masterpiece. I really enjoyed that title.
The campaign didn’t impress much. In my view, the top campaign was Call of Duty Finest Hour. I’d say Call of Duty 4 offered the strongest multiplayer experience, although I’m not really a fan of multiplayer at all.
