I let the kids use my pc for homework and browsing. I prefer not to create many accounts or apply group policy to block everything, but once they start using Roblox without doing their work, it becomes a problem. Is there a way to prevent just this one program from installing?
(They have their own computers that can do anything, but they always ask for my PC for homework, why? I don’t know)

The Windows firewall can be set up to prevent executable files, and most antivirus programs also offer a blacklisting feature.

These small users are granted admin privileges to allow them to set up necessary components. A regular user account requires the admin password for installation purposes.

I could refuse until I turn blue, it would never stop them from pleading endlessly, that's just kids for you. I prefer to handle it on the pc if possible rather than getting annoyed by saying no repeatedly or dealing with the same installation again and another long discussion about it. (yes, it really is a mountains out of mole hills kind of issue, I agree)

Begin by providing Standard User accounts on Windows. From there, you can also configure parental controls.

We're discussing a child with ASD, and it seems the topic revolves around a dad's computer and account. It appears the dad feels more secure or confident because of it. There are many unrelated personal reasons behind this approach.

But a block like that would likely be easily bypassed.

You might also notice the "safer" side of 'Dads account'—it demands a password for everything, whether it's you or the child.
This is how all my systems have functioned, and have for many years.
Want to install something? Just provide the password.
