I have an old laptop I've been using for two years, and I'm planning to build a new PC soon. I'm curious if it's possible to transfer the license or install the OS on the new machine without purchasing a completely different operating system. Any advice would be appreciated.

You are not allowed to proceed. Your Windows license with the laptop is not transferable. Only a retail license can be transferred. The forum enforces strict rules against illegal actions.
