Check if it starts automatically with Windows. Go to advanced shutdown/reboot settings and choose your USB HDD.

Consider using a USB flash drive with the ISO image and booting from it. You should be able to set up Linux on the external storage. The steps are identical to installing it on a standard internal drive, just select the USB option.
