I just wonder if very skilled hardware hackers can actually hack those used CPUs that are sold in masses on AliExpress. With all the Chinese devices having security problems, I wonder how safe it is to buy those very cheap Intel CPUs from AliExpress. I really am paranoid that they can track my PC and steal data when buying CPUs there

They're incorrect. CPUs don't have a flash memory that can be changed after production; they use ROM that's set during manufacturing and stays fixed forever.
