It relies on your computer's capabilities. Regardless, if this is the issue you care about, you shouldn't be using the insider preview either.

Check your hardware (GTX 980, i5 4690K). Could you get Windows 10 directly at launch and run GTA Fine? Would this perform better than Windows 8.1?

You'd be fine (probably, assuming drivers actually do their job). You -could- yes, but there's still the 'insider preview ' label for a reason.
