I was considering purchasing a Surface Pro 3 for my mobile use. I strongly dislike Windows except for gaming, and I haven't used it in about 2-3 years except for business purposes. I'm curious if everything would still work, including the touch screen and volume buttons.

On Ubuntu, you must add the sudo apt-get install linux-surface ubuntu package since it runs on Debian. This should work as expected.

It appears straightforward. The command indeed installs an unofficial kernel, which can be tricky to reinstall Windows properly.

It depends on what you're looking for. The Surface Pro 3 provides a powerful machine that shouldn't cause problems. I'd prefer an i3 if available, but an i5 would still work well.
