It's likely the same issue as changing the refresh rate in windowed mode.

I managed to figure it out after some trial and error with the NVIDIA Control Panel and CSGO settings. If another person needs help, just let me know and I’ll guide them through it.

You confirmed your CS:GO settings are already available in-game. You can choose 4:3, 16:9, or 16:10 within the windowed view. No need to adjust the Nvidia control panel.
