If you can access the desktop version of the VM while playing, you might be able to encode the games directly there. Then create and share on Twitch. Alternatively, capturing the game first and sending it to a cloud service could work, though it’s constrained by your internet speed.

You would still need to encode the video on your PC before sending it to the cloud so that the video quality matches what your PC can deliver; using a cloud service wouldn't improve this. Now, if you opt for a VPS for a modest monthly fee and set up an RTMP server, you can take advantage of bandwidth by streaming to various platforms (such as YouTube, Twitch, etc.).
