Looks like a problem on your side even on stock clock you should get 60 fps easy.

Your 3570k running at 4.5ghz with an OC of 7950 achieves at least 60fps for ultra performance without MSAA, reaching up to 100fps. A CPU boost to 4.5ghz is necessary. 270 is a limited card. Disable MSAA and ambient occlusion.

It's not the GPU issue. That GPU handles BF4 at full capacity even with double the settings. My CPU is an FX 8350. I should keep every penny saved for a 4-core processor. Two-core chips are disappearing fast.
