It's hard to understand why results vary so much. I've watched many videos of G3258s running at high FPS, but my performance is much lower—around 30 frames per second—especially with the R9 270.

Avoid servers with more than 20 participants. Assign high priority to BF4.exe, ensuring it operates at extremely high FPS, even when fully utilized.

I watched a clip showing someone at 3.8 GHz, improving frame rates on the same setup, but I doubt 0.8 GHz would have that impact.

You're seeing a huge difference in frame rates depending on settings and resolution. On low settings at 1080p with your R9 270, you're getting 30 fps, but ultra at 2560x1080 with 60+ fps is impressive. For ultra at 1920x1080, aim for around 55 fps. I think a troubleshooting thread could help you figure it out.
