Thanks, but I wasn't quite expecting that. Probably should have clarified why this was needed—I prefer the task bar at the top. When new windows appear, they pop up below it, which makes moving them difficult.

There isn’t any built-in feature in Windows to enable this, and it’s unlikely a third-party tool exists for it.
