Could be an older version of Rufus. The menu appears once everything is finished and you press start.

Open a terminal and run the command: oobe\bypassnro. If that fails, switch to Command Prompt by pressing Shift + F10. Then type regedit to access the Registry Editor. Navigate to the path: HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows\CurrentVersion\OOBE. Right-click the empty area and choose a new DWORD value named BypassNRO, set its value to 1, then close the editor and restart your system.

The recent reinstallation appears to resolve the issue, so you likely don’t need to perform any regedit tasks concerning TPM or secure boot on this modern system.

After confirming your keyboard settings, press Shift + F10 right before connecting to a network. This will launch CMD, then Alt + Tab to open it, and run the command to start ms-cxh:localonly. Type a username when prompted, skip entering a password initially, and press Enter. Enjoy!

You just set up a Windows 11 Pro 25H2 from Rufus. Only needed to turn off the internet briefly to create a local account, and you didn’t have to use any command-line tools.
