Could a faulty DP cable lead to such issues? It seems to emerge only after the computer was off for some time. The effect shows up in the BIOS and during Windows startup, but vanishes before the login screen appears. Only the lower third of the display is affected. This happens whether the cable is connected to the motherboard or the GPU. Apart from that, the system runs perfectly fine otherwise.

The BIOS interface relies on an old, rarely used video display technology. I won’t worry about any issues outside this context.

It's strange. The issue was resolved until roughly a week back. I haven't updated the BIOS in several months. I plan to purchase a new DP cable tomorrow, which might solve the problem.
