Essentially I got a brand new motherboard and power supply since my PC wouldn’t turn on. The CPU I received from a friend matches the AM4 chipset (probably 1700) and was placed straight down in the box, still on the cooler. When I tried to install it in my PC, it started a boot loop. Could it be the CPU itself or something related to the new components? Photos of the complete build and CPU pins are attached.

I've adjusted the RAM to various dimming ports, repositioned the GPU, and attempted to detach everything except the CPU and power supply... the problem persists.

Turn off all non-essential components, including storage devices, front panel links, and similar parts.

I don’t think that’s right. I could test with your old CPU motherboard setup to check if the new power supply resolved the problem. There might be two failed CPUs involved.
