Generally not unless it was a brief situation that might harm something other than the board; most times there’s no actual damage even if you short the motherboard, though occasionally it can cause failure. Usually, a bad board just means it’s dirty, so clean it thoroughly—spray or wipe down everything with 99% IPA (isopropyl alcohol) including the CPU socket—and let it dry for at least four hours, preferably overnight. This should usually resolve the problem, as I’ve done this before when my boards started acting up without clear cause.
