Core 2 Duo processors were released 17 years ago, meaning there’s no way to upgrade to modern games that require full features. Running Minecraft smoothly would be tough even with reasonable settings. This architecture suits older PC builds for games from over a decade ago, but today’s standards demand much more memory—8GB is the minimum now, not just enough.

The chip is nearing its 20-year mark. It will have trouble running most contemporary titles. For playing old-school games like Quake III Arena, it should work fine. However, for anything else, your HP EliteDesk G1 performs better.

Would it be simpler to switch my HP element desk to that case for easier upgrades?

For non-standard cases on your HP, the motherboard may not fit into a regular case, preventing proper installation.

What version are you using? A compact design? Tower configuration? It seems the motherboard isn’t ATX-compatible, so it won’t fit in a standard case. (Power supplies are typically proprietary there too, requiring adapters for generic ones.) You should be able to install a GPU without power connectors and extend its lifespan. I suggest you continue saving for an updated PC rather than spending heavily on this HP model.
