Officially the CPU handles up to 2933 MT/s. In real scenarios you might achieve that rate using XMP (auto-overclock), which you've already applied for your existing RAM. The motherboard lists support for memory overclocks (O.C) up to 4000 MT/s. Although it doesn't explicitly state 3600 MT/s, it should accommodate it. In the worst scenario you might need to run it at slightly reduced speeds, but the performance jump between 3200 MT/s and 3600 MT/s is negligible. It would probably be more economical and the practical difference in speed is insignificant.

From what I see online, many are having trouble achieving a consistent 3600 on B450 / 2700x, while some confirm it works fine. It seems to depend on the specific CPU or motherboard. If 3200MHZ is much more affordable, that could be a factor.

I’d just purchase another 2x8GB 3200 and be happy. The jump from 3200 to 3600 won’t be noticeable. Upgrading means less waste or selling the old unit.

It depends on the RAM type as well. If it's a Samsung B-die, then likely yes. It seems more like a low-quality Corsair vengeance or similar bad RAM.
