She received a Dell XPS 13 9380 in early 2020 for photo editing work, mainly using Lightroom. In 2022 she upgraded to Windows 11, but recently it’s slowed down noticeably—transitions between photos now take 2–3 seconds, making it nearly impractical. Are there ways to improve performance?

I'm experiencing maximum CPU load with roughly 12GB RAM, while the GPU remains idle around 10%.

You could try a fresh Windows installation or consider upgrading to a new laptop.
