I own an XFX rx 480 rs and am seeking a block suitable for this card. I haven’t found any options yet. Anyone have recommendations?

there is no advantage in cooling a 200-250$ GPU with liquid. The block will cost about 100$. At this price, you can get a GTX 1070 that offers better performance than an RX 480 with any overclocking. Therefore, for most users it doesn’t make sense to purchase one, which is why companies don’t produce them as a waste of resources. Only certain companies, like EK and Chinese firms such as bykski and barrow, take the risk. And even then, they are targeting reference PCBs. Here’s an example:

EKWB is the sole manufacturer of blocks for custom PCB GPUs that I'm aware of. Usually, if they don't offer one, there won't be any since it's a niche market. It might be worth checking that link.
