This was just for the first generation Ryzen. AMD has remained completely quiet about safe overclocking voltages for the second generation. Buildzoid and other enthusiasts don't suggest going beyond 1.375v for a regular overclock on 12nm.

Besides understanding it, 1.375 is important because many reports give incorrect values... He likely measures at the base of the CPU socket with DVMS.
