It would be best to avoid any effort unless there’s truly no alternative. I’m facing ongoing and worsening issues with Windows 10 on my Z97 system, and I think it may soon shift to Linux. Save the cost and invest in a more modern machine that won’t become outdated for a while.

I believe you're an unusual case... not typical. However, I completely understand the second point—I've witnessed situations where over 85% of my 4790K is utilized on a GTX1070 (2019 Games, multithreaded by design).

The main issue seems to be the CPU consistently running at full capacity across many games, while your 980Ti stays around 80-90%. In more demanding titles I experience noticeable stutters, especially in outer worlds. It’s unclear if this matters much, but your system is an H97 PC.

likely so, but i just need a hold over until I have a bigger budget (I have about a year before i finish nursing school and can get a steady job), I was considering just selling what I have and going for a Ryzen 2600 build (about the max my budget allows), but from what ive seen it looks like i can get nearly the same or better performance with something like a 4790k or similar xeon i can get similar performance (maybe with a bit higher cpu usage but still better than the 100% im currently seeing) Oh im also about to upgrade my monitor to 144hz, if i was keeping this 60hz monitor i wouldn't even be considering an upgrade.

It's a bit of a dip in performance, though. My 4770k with a garbage overclock matches the speed of a 4790 non-K model. I can fit an RX580, but it forces the CPU to around 80% usage. On 2560x1600 at 60Hz with medium settings, I'm seeing 50-60 FPS, which is a bit above 1440p. In more demanding scenarios, the CPU lags behind a 2600.

The thermal and cooling needs for such high overclocking compared to stock Ryzen 2600/3600 models are significant—opt for a Ryzen instead. Don’t just buy a replacement to be replaced soon; that’s inefficient... buying twice isn’t wise.
