I don't agree with that. Those Xeons from that era have locked multipliers, and most dual socket boards do too. Base clock overclocking on today's architecture is really problematic—Linus had issues with 56 core overclocking. The EVGA SRX was a total failure for the reasons mentioned, making it nearly impossible to locate.
