Have you attempted to wipe the base of the chip with alcohol? Occasionally, unusual connections at the port can lead to these issues.

I attempted a second reinstall, spent a long troubleshooting session... examined the setup using a T490B microscope but didn't find any clear issues. At around 300 power, I was testing at 25 times that setting. I'll keep you updated. For cleaning, using 91% solution with a cotton swab seems like a good idea. I also experimented with adjusting the hold-down torque on the CPU bracket.
