The current top choice is 8.1 due to its support for the newest Direct X features. Alternatively, a Windows 10 version that Steam doesn’t crash on could also work well.

In simple terms, if op reaches 8.1 it would offer the same capabilities as Windows 7 but with improved overall performance—not just for gaming. Running Classic shell would give you Windows 7 speed enhanced by Windows 8 features. Purchasing Windows 8.1 means you might receive a free upgrade to Windows 10, whereas buying Windows 7 now means missing out on that benefit.
