Did you attempt to power down the system? It seems unlikely the game bar remains active after shutdown.

Well I feel like a dolt. I Had tried to, but from within Gamebar, apparently you cant disable it within it's actual settings, there's a different menu somewhere else for that (thanks Microsoft)

You mean which option or configuration you're talking about? I usually try to adjust it, but I'm not sure if that helped.
