I set up a new PC last month. I turned off the game bar in settings and restricted app permissions right away, and it never activated. Recently, I noticed the Xbox game bar and gamebar presence writer appear automatically when launching games. I closed both options and restarted the computer. After logging in with my password, a white screen appeared saying "Windows 11 lets finishing setting up your device." I reviewed everything and ignored the prompts. This has never happened before. Why did it start suddenly? And why is this Xbox-related issue appearing now?

It's unclear whether disabling the Game Bar affects its activation in Windows 10. The "App Permissions" section may be confusing or outdated, and it's possible you didn't realize where these settings are located. Double-check your configuration to understand what's happening.

I'm using Windows 11. I powered it off right from the start and haven't managed to get it back on until now. The app permission is disabled for all Xbox stuff so it never turned on, but today it did start up. I didn’t do things like linking my phone, Windows 365, or OneDrive.

did you verify if it powered itself on? can't you just switch it off again? well, that doesn't seem to matter now. p.s.: except for the fact that a windows update was definitely installed. edit: refer to the details below—it might be a different screen. you could still test whether the game bar is active and note the exact time of your last update. in "update history"

This screen appears occasionally on Windows 10 and can be managed through the settings menu. Adjusting the notification preferences in Settings > System > Notifications & actions helps control its display.

Fun fact, it's possible to turn it off. It usually works well when I'm not driving regularly, though I don't always see it on my usual ride.

I made the winddows update afterward, but I don’t have any advice for the gamebar.

You might want to explore this method. As Mark Kaine mentioned, updates can often revert changes you had turned off earlier.
