Getting a game from the Microsoft store for PC is confusing. I need to know if I’m required to purchase Xbox Live to play online.

When labeled as an Xbox "play anywhere" title, it works on PC too. Just ensure you have Live enabled for online play.

You're referring to online interactions with other players, not AI characters in open-world or offline races. With FH4 on PC without paying for Xbox Live, it automatically connects you to online lobbies with other players. Just create a free Xbox account and you're all set. Regardless of where you access it from, you can enjoy the game from the moment of purchase. It seems you should be able to play it on both platforms if they support play anywhere.
No, Xbox Live is completely free via Microsoft Rewards. I haven't ever paid for Xbox Live and have maintained an Xbox Live gamertag for more than ten years.
