Can the x5460 be overclocked to a stable 4ghz using the Hyper 212 Evo, while keeping temperatures under 80c?

Various motherboards allow achieving stable 4ghz performance with the x5460. However, I don't see much value in it. It's similar to increasing your car's power from 83 hp to 85 hp when racing against cars that have 500hp. In short, the expense of the cooler and electricity for both running and cooling would be better used for something more worthwhile.
