It is not allowed but I am pretty sure they won't ban your account if you do it rarely. A friend of my used VPN to activate a steam game a year or even longer ago, he didn't get banned nor did he need to use vpn every time he turned on the game. The same friend also didn't want to spend huge amount of money on GTA V and bought a 20$ russian version, I think, and activated it on a different account since he was concerned about his account getting banned. Still no ban but he does need to use VPN every time he launches GTA V. In my opinion, as long as you don't brag about it to others you'll be fine but if a lot people know you are doing it they might ban just to show an example.
Generally, you only need to be in a specific area to start the game, which means once it’s turned on you can enjoy it anywhere normally (though I’m not sure if this varies for every title). Players travel across the globe, so it’s possible someone buys a game in one area and later plays it elsewhere. Steam supports this flexibility. Using a VPN changes how Steam or Valve sees your location at the time of activation versus when you play, unless you switch regions right after activation, proving you didn’t move between them during that period. Still, I haven’t heard any reports of Valve responding to VPN users playing games registered in different regions. You can definitely activate a game in one area and play it elsewhere. Valve seems to prefer people using VPNs not to exploit this feature for lower prices.
My friend has used VPNs to get various games for cheaper. He's never been caught; but having said that it's probably against the Steam TOS, so don't be surprised if one day you wake up and your account is banned. While very unlikely there's always a chance it could happen. Or you could create another account for it.
