Primarily on YouTube, but I need flexibility to play whenever I like and a crisp, sharp visual. Avoid that stiff, grainy feel.

R5 3600 handles up to a 2080 graphics card, while a 570 model will result in reduced FPS compared to what the CPU can generate. This indicates the 570 is the performance constraint. The GPU is the main bottleneck.

Increase thread count and boost frequency for multitasking games and videos across several monitors. A RX580 priced appropriately would perform well with a 3300x resolution.

It depends on how you define the bottleneck. If the 570 is the weakest part of the CPU, then yes. Otherwise, it might just slow things down without being the main constraint.
