For the RTX 3080 running at 1440p, PCIe 4.0 adds roughly 1.1% compared to PCIe 3.0. At 1440p on 10900k, the improvement jumps to about 1.25%. Extending to 11900k, I anticipate a similar boost of around 2% at standard speeds, as the additional two cores in 10900k likely won’t significantly surpass the performance of the 8-core 10700k or 11900k in most titles. Much of this enhancement probably comes from the "Thermal Velocity Boost" found in 10900k and 11900k, which the 10700k doesn’t have, potentially delivering up to +300MHz over 9900k and +200MHz over 10700k if temperatures stay under 70°C. Overclocking might make this difference even more noticeable.

A 12700k would improve performance slightly, though not significantly.

12700k represents a 10% boost over 10700k, marking a significant leap compared to merely advancing from 14nm+++++ to 14nm++++++, particularly since it operates at 1440p rather than 1080p (where the improvement is 15%). However, this assumes the presence of DDR5-6000 and a new motherboard, even if sticking with DDR4. If you manage to secure a 11900k for R$1000, what value should you assign to the 10700k?

The 11900k is a waste of sand and would provide nothing more than Gen 4 support.

12700K would give you an immediate 10% bump in gaming with a 3080.
If you get into 4090 level performance GPUs in the future, it'll be about 20% faster than the 10700K.
Thanks to e-cores, it's also far faster in MT application tests. TPU shows 12700K about 50% faster than 10700K in application performance, and about 20-25% faster than the 11900K.
There's really no reason to go from 10700K to 11900K. You would really need to move to either AM5 or LGA1700 platform to see big gains.
