I experienced the same issue. Required removal of every partition on that drive and performed a complete reinstall to resolve it. This happened since the Resizable Bar wouldn't function unless CSM was turned off.

You need to reinstall Windows 10 using a bootable USB that supports UEFI without the CSM feature.
