I've prepared my PCIe slot and now the card works fine on PCIe x16. However, I noticed that my card has very low power consumption. When I begin playing COD Wz, the maximum wattage was only 138.
When positioning the GPU in the second PCIe slot, does the power consumption vary? There are multiple versions of Windows 10 available, such as 1909, 2004, 20H2, etc. To determine which one you have installed, press the Windows + R keys, type 'winver' and press Enter.

I cannot place my GPU in second slot cuz there is no place because pins from HD Audio and both USB from front panel are connected.

I already do 3dmark benchmark and after them, in HWMonitor highest watt usage was changed to 305
You might remove those cables. Check the GPU on the second port to eliminate a faulty PCIe connection. Verify whether the problem persists. If it does, return everything to its original position.
I switched the PCIe slots but the issue remains unchanged...
Today I plan to reinstall my system to 10 Home version, and I hope to use the graphics drivers from October, perhaps that will assist.
It's not your PC... it involves Nvidia drivers and the RTX 3000 series. You'll need to wait for a fix from Nvidia.

Also, on GPUz you noticed the PCIe connection switching between x1 and x16, and it changes back to 1x when idle.
Actually, it isn't always the case. Click on the question mark next to bus information in GPU-Z and perform the test. If your x1 remains unchanged during the test, you likely have a problem. The previous time I noticed the bus speed staying at x1 or below was when the GPU wasn't seated correctly due to sag. The connectors weren't making proper contact with the PCIe slot.
I've already reinstalled my Win 10 Pro to Win 10 Home, though I'm not sure it was the issue. The RTZ drivers moved from version 460.80 to 456.55, and my FPS improved from 40/60 to 140/170... After that, we all have only one answer for our question about FPS in Warzone...
