Hello,
Two weeks ago I assembled a new PC with an i9-10850k and an RTX 3080 Aorus Master. Yesterday I tried installing COD Wz but it failed because the frame rate was below 60 FPS at 1080p. When waiting in the menu, the FPS stayed above 200, but once I started playing the game, the FPS dropped sharply to under 60. The GPU usage was around 90-95% and the CPU around 40-45%. The NVidia drivers were 460.89.

PC specifications:
I9-10850k @ 4GHZ
RTX 3080 Aorus Master
MSI Mpeg Z490 Carbon Wi-Fi
Patriot Viper 32 GB 4400Mhz
AIO Aorus Liquid Cooler 280mm
Corsair RMx 750W

I’ve seen many discussions, but some people report similar issues with low or struggling FPS—around 120-140 in 1440p, even though their systems are decent. Can someone assist me in resolving this problem?

It's not your PC... it involves Nvidia drivers and the RTX 3000 series. You'll need to wait for a fix from Nvidia.

Also, on GPUz you noticed the PCIe connection switching between x1 and x16, and it changes back to 1x when idle.

The monitor is linked to the GPU through HDMI. I haven't played for more than 5 minutes because I want to fix it, but the GPU was running at around 55-60% usage.

Open the 'adv_options' file in the 'players' folder within the 'Call of Duty Modern Walfare' folder, inside the Documents folder.
Modify 'VideoMemoryScale' to .65 or .55.
Adjust 'RendererWorkerCount' to 10 (the number of physical CPU cores).
Reboot

What edition of Windows 10 was set up and where did it come from? Did you add the chipset drivers?

I have set up chipset drivers. I have Win 10 Pro from a pendrive. I created a bootable pendrive from my previous computer, but my old PC uses Win 10 Home edition. Could installing Win 10 Pro from the Win 10 Home install file cause any issues?

I believe I've identified the issue. When I open GPU-Z, the Bus Interface shows PCIe x16 3.0 at x1 1.1. That suggests my card is using PCIe x1 instead of PCIe x16?
