since you have only one RAM stick, particularly with a Ryzen processor it's not advisable and can lead to performance issues

In your NVidia control panel, what is your Maximum pre-rendered frames set to?
In the NVidia control panel, what is your Power management mode configured as?
Within your Windows additional power settings under Power & Sleep options, does your Preferred plan default to Balanced or High performance?

Set it to 1. Play the game and see if that fixes it. Don't expect it to fix it, just see if it does.
EDIT: Also, setting your Foliage Visibility Range to High instead of Ultra will give you a major performance gain with a much more stable 60 fps lock(if you're using v-sync). If you're not using v-sync, it will give you a lot more fps.
Also remember that if you are using v-sync, that would be another reason why your GPU and CPU are not being used to their max usage. Which is fine if your monitor is 60Hz. If your monitor is more than 60 Hz then you should be gaming with v-sync off anyway unless you want to cap your frames at a certain fps.
