It differs from one laptop to another, yet often a single heatpipe or fan manages to cool both the CPU and GPU. I believe they likely use low-quality thermal paste, possibly the worst available, which has now become cracked clay between the chips and the heatpipe.

Thank you, I plan to apply thermal paste when I get it. However, I also noticed that turning off the "cpu performance boost" option in the power management settings from aggressive to disabled really helps me a lot. I thought I’d share this so someone might find it useful. Thanks again!

Today I applied thermal paste to my laptop and games are now running smoothly and excellently! In Witcher 3 my GPU in the city reaches 80% usage, around 1890 MHz with temperatures near 60-70 degrees Celsius. Thank you all for your help in understanding my problem. The CPU also works well now in the city, reaching about 75-80 degrees Celsius, and there are no more stutters—everything is perfectly smooth. I think we can close this topic. 3DMark after the fix if anyone wants to check.
