Playing Witcher 3 with ray tracing and DLSS-3 on my RTX 4070. Frame generation is active. Running in fullscreen and v-sync remains enabled. Even after exiting the menu, frames exceed what my monitor supports (75Hz) and cause noticeable screen tearing. Every time I return to check Vsync, the rate resets but jumps back up when I leave. Any suggestions for resolving this?

Avoid setting up the game manually. Instead, utilize the Nvidia Control Panel to set a maximum frame rate.

Sure, I’ll need to adjust the settings in the control panel and enable VSync in the game, since forcing VSync from the control panel causes the game to lag significantly.
