I’d still have to go for Witcher 3 after playing a lot of F4, but I understand why F4 offers more replay value. Building from scratch is really time-consuming, especially when gathering resources unless you use shortcuts. Still, you’ll need to develop the town, which adds to the effort. TW3 provides better graphics since it was released earlier and runs smoothly on gamepads, likely thanks to its 3D perspective.
