I just tried Witcher 3 on my PC with medium/high details at 50-60fps. Everything seems fine. I bought the Witcher 1 Enchanced Edition from GOG, but with high settings the game runs at 15-20 fps. My GPU usage is around 16-30% and CPU at 25-30%. The GPU doesn’t go into higher clock speeds—it stays near 700MHz (max is 1189MHz). The latest Nvidia drivers are working, and other games run normally. What’s the issue and how can I fix it?

It feels strange, but I went through that after finishing TW3 too and haven’t had any problems. Have you checked or asked on GOG? They usually do a good job making sure their games work on modern systems. You might also want to visit their support page.
Regarding the game itself... I strongly advise against playing it. It’s terrible.
