Hi Intransigent, yesterday I've spent some times in the nvidia panel control and putting the maximum prerender frames to 1 and enabling the ultra low latency mode, now it works better.
On YouTube I saw people with a i7 4790k and a GTX 1070 playing at 4k/60fps... How is this possible? My build is better but in 4k it's like there is a limit to 36-37 fps with no Vsync enabled... I don't know why. Maybe it's a Windows fault... I really don't know.

I’m not entirely sure, but I believe the 1660 Super OC performs slightly better than a GTX 1070, though this might not apply to every game. What video were you watching? Which games were achieving 4K/60? What is your specific driver version? What is their driver version? Are you using a balanced power plan in Windows settings? What are the minimum and maximum CPU clock speeds within that plan? Is the GPU overclocked? Is the CPU overclocked? Are their RAM speeds overclocked?
These are just some points that might help explain why hardware behaves similarly. There are many other factors involved.
This isn’t a Windows issue. You could also check for any pending Windows updates—only those required by Windows should be installed, not optional ones.
Thank you for your response. I have the most up-to-date drivers for all components of my computer, including the CPU, GPU, BIOS, and more. My PC isn't overclocked at all.
Concerning the video, it's not a recent one—possibly from 2 to 3 years ago—and it features Ryse Son of Rome (I didn’t mention it before).

Your motherboard can definitely handle overclocking for the Ryzen 5 3600, reaching at least its turbo speed of 4.2 GHz. It's straightforward from the BIOS without needing to adjust voltage settings. Just ensure you configure a fairly aggressive fan curve to maintain optimal CPU temperature.
You might also be able to push higher RAM speeds beyond DDR4-3200. The motherboard supports up to DDR4-4400, so moving from 3200 to 3466 would be beneficial, and then aiming for 3600 could further boost performance significantly. This should improve both frame rate and stability.

Having the latest drivers isn't always going to give you the best performance. You mention that you are on the latest Nvidia and AMD Chipsets. Did you by chance use DDU to uninstall prior drivers before updating to the latest? Leaving prior drivers without using DDU can cause issues. As for updating the BIOS, it's not required. The reason I ask these things is because certain drivers and certain BIOS versions can provide different experiences. With a little research, you can figure out which ones work best with your hardware.
What makes you think that video is 4K/60? Nowhere is the fps being shown. Obviously for the reason that it's not 4K/60.

Having both min and max to 100% means your CPU is constantly running at its max clock speed, even while not gaming. Which isn't ideal imo. Set min to 5% and max to 100%. Then outside of gaming your CPU will run as cool as a cucumber and will only clock higher when needed.
